Rationale

We will use this to dynamically update data on pharmacies and parapharmacies following the Italian official database

Selection of elements to update

1. We check the ref:msal=* and ref:vatin=* and we check if the id of the element is in the already seen list.
2. We control the Italian DB, we check for the number of results and use the one with the most recent start_date=*.
3. We normalize the various values to be more coherent like using a Title casing.
4. We remove already added tags to prevent updating them, except for dispensing=*, amenity=pharmacy and healthcare=pharmacy
5. We upload and mark the element as seen.

This won't impact on coordinates and location, the only thing modified by the script is the tags.

This change is going to run every 7 days

Avoiding to add a ref:msal=* and ref:vatin=* will prevent any modification, else contact the owner with the ref:msal=* or ref:vatin=* to blacklist.
