PROPOSED -- Retagging of some barrier=kerb kerb=raised nodes -- April 2023

This is an automated edit of around 1,000 nodes with barrier=kerb and kerb=raised, removing the barrier=kerb. These are nodes shared between a footway and a road, where kerb=raised was placed by a StreetComplete user to mean that one might expect a crossing and lowered kerb here but there isn't one. Subsequently, an iD user added barrier=kerb because iD used to consider kerb=raised on a node to be "incomplete". This leads to problems because it is interpreted as a kerb across the road, for example, OSRM will no longer route cars along the road.

This behaviour has now been fixed in the development version of iD, so in the future iD users will leave the kerb=raised set by StreetComplete alone and not add barrier=kerb any more. There are around 1,000 nodes left with this combination that should never have had barrier=kerb added. I am proposing to retag most of them as soon as possible, and run another check once the change in iD behaviour has made it into a release to catch any new ones.
