DeFlock is a mobile OpenStreetMap editor expressly for adding Automatic License Plate Readers (ALPRs). The app is available for both iOS and Android.

Changesets submitted through the app will be tagged created_by=DeFlock *.*.*

Since release, DeFlock has attracted thousands of new OSM contributors, the most since MAPS.ME, driving an all-time high in monthly contributors in the middle of 2026.[1]

Imagery

The DeFlock app currently only supports raster tiles. Three basemaps are included: OpenStreetMap Carto, OpenTopoMap, and Bing imagery. More imagery layers can be added manually in the app's Advanced Settings.

A tile type URL must include `{x}`, `{y}`, and `{z}` (or `{quadkey}` for Bing-style providers) - e.g. `https://tile.openstreetmap.org/{z}/{x}/{y}.png`. If your provider needs an API key, fill in your key in the field above and add `{api_key}` where appropriate. Some providers load-balance across subdomains. In these cases, literal placeholders `{0_3}` (picks a number from 0 to 3) or `{1_4}` (picks a number from 1 to 4) can be used - for example `https://ecn.t{0_3}.tiles.virtualearth.net/tiles/a{quadkey}.jpeg?g=1&n=z`.

Routing

Routing capability is included in the app, where the route avoids any nodes visible on the map. The routing service is provided by FlockHopper, which uses GraphHopper. The same routing service backs the DeFlock.org web maps navigation feature as well as FlockHopper's own mobile app and website.

A superior navigation experience is offered by both the FlockHopper and DriversAgainstFlock mobile apps, both of which are also available on iOS and Android with turn-by-turn and CarPlay/AndroidAuto support. DeFlock app will soon deprecate its own routing features as these two projects reach maturity.

Supported LPR manufacturers

The app includes tag sets (called "profiles") for the following ALPR vendors:

  • Flock Safety
  • Motorola/Vigilant
  • Genetec
  • Leonardo
  • Neology
  • Rekor
  • Axis Communications
  • ShotSpotter

More are offered at https://deflock.org/identify with an option to import directly to the app.

Users can also create custom profiles, making DeFlock app a generic node-only OSM client. In this way, it can be configured to provide avoidance navigation around drinking fountains or trees.
