 | Adding buildings, addresses, roads or any other objects through RapiD without properly reviewing every single one is considered an import. Therefore any users adding the features provided below without doing so should follow the import guidelines. Automated edits should only be carried out by those with experience and understanding of the way the OpenStreetMap community creates maps, and only with careful planning and consultation with the local community. |
Esri is actively assembling a collection of ArcGIS datasets that have been shared as open data by the ArcGIS user community and we believe can be used to edit OpenStreetMap. Our goal is to help improve the quality and coverage of OpenStreetMap by making it easier for OSM mappers to discover and access ready-to-use GIS datasets that can be used to edit OSM. Esri does not intend to use these ArcGIS datasets for bulk edits or imports of data, but does want to make them readily available to OSM mappers to use for editing OSM through tools described below.
For each of the datasets, Esri is evaluating the data to determine if it would add value to OSM, reviewing the license for compatibility with the OSM License, preparing the data for integration with OSM, publishing the data as feature layers in ArcGIS Online, and finally curating the layers into this group for discovery. Below is a summary of the ArcGIS datasets that are currently available to use, with links to individual datasets for details on the data source.
License
Esri is reviewing the license for each of the potential data sources to determine if it is compatible with the OSM License. Esri is only including in our collection the datasets that we believe are compatible, either because of the specific license assigned to the dataset (e.g. Public Domain, ODbL, CC0, CC BY with explicit waiver for OSM) or because of explicit permission given by the data provider for use of the data in OSM. The license for individual datasets are summarized in the table below, with links to individual datasets for more detail.
Datasets
Below is a list of ArcGIS Datasets that are either available to review or available to edit in OSM using the tools described below. You can click the name for more details, including a link to the pre-processed data to view online or download. The layers with status in bold were added or updated most recently. You can also explore these datasets, and others that are being considered or prepared for future use, using this live web app in ArcGIS Online. Click the Layers tool on the toolbar and the > symbol in the layer list to expand the legend. Click a feature on the map for more info.

Status
- Available to Review: dataset has been processed and published as online feature layer and is available for the OSM community to review and provide feedback via wiki discussion.
- Available to Preview: dataset has been available to review for 2+ weeks, with any feedback addressed, and is now available to preview in OSM editors in 'power user' mode for advanced users to test before making generally available to edit.
- Available to Edit: dataset has been reviewed and tested and is now available to edit by any OSM mapper using one of the supported OSM editors.
Comments
If you have feedback on one of the datasets above, you can either add them to the discussion tab on the wiki for each dataset (if it exists) or the comments section of the item in ArcGIS Online. To add a comment in ArcGIS Online, or to download the pre-processed data, you need to first sign in with an ArcGIS account. If you don't have an account, you can create a free public account or email us at osm@esri.com and we can provide a free subscription account.
Tools
The ArcGIS datasets marked as available to edit or preview are accessible through new tools in OSM editors (e.g. new version of Rapid) that enable OSM mappers to display the features on a map, select an individual feature to inspect its geometry and tags, and then use the feature for editing. OSM mappers should review the individual features and tags, and make any edits and additions that are appropriate, before selecting other features to edit and uploading edits to OSM.
Esri does not intend to use these ArcGIS datasets for any bulk edits or imports of data. If an OSM mapper wants to perform a bulk import of data using one of these datasets, they should follow the import guidelines for any remaining steps (e.g. prepare a plan, coordinate with local community, use focused accounts, etc.).
