According to the UNDP, Madagascar is the 3rd most vulnerable country in the world to climate change and therefore highly exposed to cyclones, drought and floods. Weak coordination between the national and local levels limits the capacity of urban and peri-urban areas to plan, respond and adapt adequately to climate variability. Depending on the region, the lack or insufficiency of data is a blockage for actors in making adequate decisions. For Antananarivo, for example, although a good part of the roads and bus routes have been mapped in OpenStreetMap, new road constructions for decongestion and reorganization of urban and suburban transport have been carried out by the public administration, hence the obsolescence of this data. At present, this mapping project is 60% complete. Of the 235 transport lines identified in the urban and suburban areas of Antananarivo and its surroundings, about 135 lines have been mapped in the OpenStreetMap database. There are still about 100 lines to be mapped.

Describe how the solution you are suggesting responds to the data gap / challenge outlined by the data user

Internal displacement remains a major challenge for the population facing flooding during the rainy season. The availability of updated and reused data through mobile or web applications and maps made available to the general public can contribute significantly to the resilience of the urban and suburban population to climate change. As a solution, we propose:

  • Mapping of newly created and rehabilitated roads
  • Updating, enrichment and quality control of existing data
  • The continuation of the mapping of the 100 bus lines in Antananarivo
  • The development of an application "Ank'oaiz" adapted to the needs

For the general public, these solutions will improve navigation in the city and its outskirts. The reuse of this data will allow application developers such as Trufi to improve their service offerings.

Sustainable Cities and Communities

Describe your project, list project aims and objectives and how you plan to achieve those aims and objectives.

This must include:(1) 1-2 clear aims and/or objectives for your project(2) a practical approach to how you will achieve your aims and/or objectives (3) a practical approach to remote and field mapping that clearly states how data sets (both already existing and generated within the project) will be enriched during planned activities (4) a practical approach to ensuring quality data is uploaded to OSM (consider data collection cleaning, training, validation and any imported data) [300 words max].

Aim: Update the road network of Antananarivo and its outskirts and map public transport lines The goal is to map newly constructed roads, update modifications made and add additional data on road infrastructure. This will be done through remote and field mapping activities that will include collecting, processing, and importing data into OpenStreetMap. Our methods :

  • Use of cell phones to capture street-level images showing roads, road conditions and related road infrastructure.
  • Use of cell phones to collect and update data on cab routes
  • Remote mapping will be done through the use of satellite imagery, task managers and OSM editors to update routes and itineraries :
    • Adding missing routes
    • Updating any changes
    • Correcting existing errors
    • Validating and processing the data.

To achieve these goals, the practical approach we want to take is to develop the OSM Madagascar community by recruiting new cartographers, setting up a training program and working with new community partners. Also, we are thinking of collaborating with local and regional partner organizations such as the Agence des Transports Terrestres and the Agence Routière de Madagascar who will also be trained on OSM and how they can integrate OSM into their work. To ensure the quality of the data uploaded to OSM, we will follow the data quality standards according to the latest approved version of Public Transport or develop other standards if necessary.

We will ensure that everyone is involved in the quality assurance and control process from project creation and field data collection to final validation, while following established guidelines for editing, tagging, and imports. We will also ensure that all collection and editing concepts are considered and utilized by organizing and conducting training sessions for all project participants on the various aspects of mapping. These trainings will be customized to meet the needs of the project and we will highlight how data quality relates to each step.

Describe how you will increase the number of OSM contributors in your country

Describe your approach to including women and underrepresented groups in your mapping activities. [300 words max][300 words max].

The project will engage a total of 25 active cartographers who will be trained in various aspects of mapping. This will allow for the inclusion of most junior and intermediate cartographers who will actively contribute to OSM for about 6 months. Diversity and inclusion are very important to us. We will ensure that the female gender is well represented, and also that the digital and physical spaces are welcoming, safe, and suitable for all.

Throughout the project, we will use existing tools and platforms that are user and beginner friendly such as OsmAnd, to ensure consistent participation all the way through. We will work with several local partner organizations and communities with whom we will organize OSM capacity building activities for their groups. This project will also include additional regular activities such as mapathons and events where community members will be trained and different types of information sessions will be organized.

We hope to generate interest in the different ways to contribute to OSM through community and project leadership, use of OSM data, and advocacy.

Describe your approach to ethical data collection

Describe your approach to working with the local communities and local authorities in the location you plan to map and / or an approach that integrates key community leaders, gets permissions etc. [300 words max]

We have contacted and discussed with local organizations with whom we hope to work directly and engage in different phases of the project, including individuals and institutions working in the transportation sector who have already carried out similar projects.

Through these partnerships, we will benefit from their experience as well as their connections with local authorities and other stakeholders. We will ensure that we obtain permission from local authorities for field data collection, and we will adhere to the law in this project and to global principles of data and knowledge sharing.

Describe how you will approach sharing knowledge

Describe how you will approach sharing knowledge between the different stakeholders (specifically between OSM communities) and how this will benefit the project overall. [300 words max.]

For all phases of the project, we will organize community meetings between stakeholders and participants in the spirit of knowledge sharing as well as exchanges to update the project.

We also plan to create reports that can be shared regularly with the different stakeholders, in order to get feedback and improve the process regularly. We plan to involve the regional OSM communities who want to share their experiences with us. We will also reach out to other global communities for cross learning.

Describe any risks that your project might come up against, and how you will mitigate against those risks.

Consider any local, regional, or national policies; logistical blockers that you foresee; knowledge or skills gaps etc [300 words max.].

There are some risks to the progress of the project, such as:

  • Low technology proficiency, especially in the use of smartphones and computers. This can increase the time needed to collect and process data and jeopardize the quality of the data collected.
  • Institutional resistance to the use of open data and open source software. Despite the advantages that exist in the use of open data and open source software, there is still some resistance from these institutions.
  • Road safety: during field data collection, cartographers will have to walk along roads or use motorcycles to get around. This could expose them to personal safety risks.

To mitigate these issues:

  • We will provide basic computer training to familiarize mappers with these new technologies.
  • We will work to overcome this resistance by training more and more technicians from these institutions to use open data and open source software. This is also part of the advocacy.
  • We will provide protective gear for the field team and follow recommended safety precautions.
  • We will try to collect data during weekends and off-peak hours when the roads are less busy.

1 OSM-mg Wifi internet access 6 $50 USD per month $300 This will allow us to run mapathons with up to 40 people at one time. At the moment we do not have internet access so cannot run mapathons with large groups. Having wifi will enable us to grow our community and achieve our goals.
2 OSM-mg Transport 120 $5 USD per return journey $600 To complete our field mapping activities, we will need to travel to different parts of the city. We plan for 6 team members to make 5 return journeys during the course of the project, and we allocate $5 per return journey (this may fluctuate).
3 OSM-mg Mobile devices 15 $200 USD per unit $3,000 This project heavily depends on capturing street-level imagery to be used in other mapping phases. To maintain image quality we will procure 15 mobile devices to be used in field data collection.
4 OSM-mg PPE - Personal safety: Reflectors etc. 60 $12 USD per unit $720 Our fieldwork activities will involve participants walking along roads and using motorbikes to collect data. To enhance our participants' safety, we will procure 2 reflectors per participant to be used for the entire data collection period.
5 OSM-mg PPE - Covid19: Face masks, sanitizers 60 $10 USD per unit $600 Because most of our activities will be in-person: fieldwork activities, all participantswill require face masks and sanitizers. Each participant would get a unit(A box of face masks and a bottle sanitizer) to be used for the entire project period.
6 OSM-mg Training and info sessions: Space + internet + snacks + facilitation 25 $100 USD per session $2,500 This will allow us to host and run events and mapathons with up to 50 people at one time. This will help us to cover session-related costs for spaces, wifi or internet bundles and snacks. Hosting these in-person events will help us to meet and connect with the community
