Accurate address data is fundamental to the provision of key services within an urban area. In recent times, the central government (National Communication Authority) has expressed great concern regarding the absence of comprehensive street names and property numbers in urban areas(Juba City in Particular). Although there have been makeshift solutions, urban services have not functioned well over the years without a myriad of challenges and difficulties.

Thus, the following questions arise in respect of how urban services function:

  • In the absence of an effective identification system, how do city dwellers and visitors find their way in an ever-expanding town?
  • How can commercial entities easily locate their clients and offer the needed services?
  • Would services such as ambulances, fire, or security be able to operate effectively?
  • How can courier services be to homes with ease apart from the public?
  • How can water, electricity, or telephone network breakdowns be tracked and fixed?
  • How can tax collection agencies and local authorities effectively function?

As well as supporting local service delivery, Urban Local Governments have a statutory obligation to name all the streets and address structures within their jurisdictions and maintain the Local Property Register. The Local Governments Act Government of Uganda mandates the urban local Governments to identify streets and other public places by assigning names to them and to the number or otherwise identify any buildings fronting on any street or other public place. It further causes those names and numbers to be exhibited on any building or other erection fronting.

The National Communication Authority and East Africa GoGreen Co.Ltd are therefore desirous for services that shall support the Ministry develop Street Addressing system for the Country to facilitate the establishment of coherent standards for naming roadways, posting street signs, and assigning numbers to structures in Urban areas. This TOR, therefore, seeks to define the scope of services required by the Ministry to establish a Street Addressing System.

Describe how the solution you are suggesting responds to the data gap/challenge outlined by the data user

  1. GeoCoding addressing for juba on Open Street map is an efficient and yet effective way of gathering geocoded #opendata that the city, government, and other stakeholders can use.

The objective of the project is to facilitate the process of establishing the street addressing system by defining the operational guidelines for Street Naming and property addressing and developing strategies for the implementation of the system using OpenStreetMap in the different counties in South Sudan with a start in Juba city Specific Objectives:

The specific objectives of this assignment include: Recovering data from the ministry and Government of the existing content about the names of streets Assessing the current situation regarding street addressing in the urban councils in the Country, and later conducting training for contributors in the government and the population Developing harmonized national standards and guidelines to be adopted by all urban councils in the country delivery of street addressing in their jurisdictions. Developing a road map including the budget for the system development and possible deployment in the different counties of South Sudan. The geocoded address is essential in facilitating many types of city service delivery. It will also contribute to the creation of a supportive environment for the online market which currently is increasing substantially. The development of geocoded addresses in Juba has to address several issues and faces many challenges. The biggest challenge for Juba/South Sudan to develop geocoded addresses is to provide address and reference data in a standardized format. Local contributions via Participatory Mapping shall participate in the Geocoding Juba Project I addressing Geocode challenges in Juba City. By Mapping(Tracing), buildings, street naming, Plot number tracking we are OpenStreetMap South Sudan shall update the data on OpenStreetMap that shall later be shared with the National communication Authority that shall later be used in Urban planning and business

Describe how you will increase the number of OSM contributors in your country

OSM South Sudan is yet a new but vibrant community, so in phase two of the implementation of the program, we have a series of Mapathons, Field Mapping programs, Map Parties, Youth Mapper creation at the University of Juba. And training with staff and stakeholders in the Government, Academia and Partner with and ICT girl Based Organization GoGirls ICT initiative in training Female Mappers, as contributors to the OpenStreetMap

Describe your approach to ethical data collection

Describe your approach to working with the local communities and local authorities in the location you plan to map and / or an approach that integrates key community leaders, gets permissions etc. [300 words max]

In the first phase of the project that shall be mainly data sorting and finding, we shall have data contributors like the Governments, Government bodies like the National communication Authority, National bureau of statistics onboard their data via meetings, Staff training, and indoor Mapathons that shall hence make them gain trust in us to provide and use the data that we shall have at OpenStreetMap South Sudan. A Mapathon with stakeholders, and the adoption of #opendata and OpenStreetMap data, in the development of the country.

Describe how you will approach sharing knowledge

Describe how you will approach sharing knowledge between the different stakeholders (specifically between OSM communities) and how this will benefit the project overall. [300 words max.]


OSM South Sudan, shall train stakeholders in various positions as contributors to this amazing project, they shall be contributors both in OpenstreetMap and to the project in essence they shall aid in the security coordination with the government and help in the acquiring of permissions and other legal documents and this is a key aspect to the project, they shall also contribute via the provision of already existing at their databases, and this data can be imported into OpenStreetMap and can lessen duplication and overall work and expenses in finding the data


Describe any risks that your project might come up against, and how you will mitigate against those risks.

Consider any local, regional, or national policies; logistical blockers that you foresee; knowledge or skills gaps etc [300 words max.].

The GeoCode Juba Project shall be implemented in Juba a post-conflict area, and hence meaning it’s still under a military reign, and mapping, geocoding, and other activities are deemed suspicious within the country, many people have been arrested around flying drones or mapping. We shall work with relevant Government institutions like NCA and the National security in acquiring permissions for our relevant operations to get them to understand a lot about our operations. We shall offer stakeholder training at the offices of the government to ensure that they are part and partial of the data creation and exportation. And the above shall hence build and sustainable relationship between the OSM south Sudan community and the security forces One other bigger challenge is the availability of local mappers, OSM South Sudan as yet an upcoming group, is yet a small community, so the small numbers may not be able to accomplish the work we need. But we shall collaboration with other communities to be able to create, map, and be able to add content on the maps, as we also train, and skill up a bigger team of more mappers from the Mapathon fellowships that shall add the number of contributors and contributions on

Our application involves the adoption of already existing amounts of data at the government centers and the use of the impeorved data on openstreetmap as a fully functional part of the governement.

One output of the project is to make sure that the government and its associated bodies use OPenstreetmap data for planning, interventions and sustaining the city and the nation as well, and to later earn their support in developing this data.

this data on addressing shall be a huge mile stone in the bussiness and Compnay section its enterpreniual effect shall contribute to the groth of online bussiness, onine delivery services, and companies like GOGreen shall use this data to enhance on their solid waste managment and as well locate their customers more eaily and better.

the uniqueness is the vassatility of the data once collected and used.since it cuts across so many aspects

Wifi internet access 6 $500 USD per month $3000 This will allow us to run mapathons with up to 40 people at one time. At the moment we do not have internet access so cannot run mapathons with large groups. Having wifi will enable us to grow our community and achieve our goals.
Transport 120 $5 USD per return journey $600 To complete our field mapping activities, we will need to travel to different parts of the city. We plan for 6 team members to make 5 return journeys during the course of the project, and we allocate $5 per return journey (this may fluctuate).
1 Rent 6 months rent $800 per month $4800 Renting an office shall save us a lot of money as most of the events shall be done in with in the space, so costs for space and power shall be reduced, since they one of the very expensive costs in Juba.
2 Data collection 20 participants $250 $5000 This cost shall be all data collection training and analysis, it shall cover the related training costs like refreshments, feeding and transport facilitation for these participants
