The availability and existence of geospatial data in public and commercial entities is critical to human welfare. Various governmental and non-governmental agencies in Zambia have vast amounts of geospatial data that, if made available to the public and other institutions, might aid many developmental projects and improve the country's human welfare. Despite efforts to share spatial data and its attributes among different institutions and agencies in Zambia, the general public and other relevant authorities or institutions continue to face significant challenges in gaining access to geospatial for use not only for development but also for commercial purposes.

The majority of spatial data produced by authorities such as the Ministry of Lands, Disaster Management and Mitigation Unity, Zambia Statistical Agency (ZamStats), and Local Government among others, is classified and cannot be easily accessed by an average Zambian. This project, therefore, intends to make the current existing geospatial datasets in Zambia more accessible and open to the public by cleaning and uploading it on the OpenStreetMap platform. This project will help government institutions that have spatial data to share it with any other agency or individual that may be interested in the data by ensuring that all the spatial data they have is uploaded on OpenStreetMap.

Describe how the solution you are suggesting responds to the data gap / challenge outlined by the data user

Please provide a clear and well defined solution to the data gap / opportunity (Max 400 words)

The project will focus on making data available for the public in the OpenStreetMap. Through engagements with ZamStats and other stakeholders, we will discuss issues ranging from identifying the data that will be uploaded on OpenStreetMap, data ethics, and data standardization. Thereafter, a team of mappers (volunteers) from OSM/ODL Zambia community and GIS technicians from the Zambia Statistical Agency (ZamStats) will thoroughly clean and review the datasets from ZamStats. This process will ensure that the dataset is of good quality and standard before it is uploaded on the OpenStreetMap.

After the datasets have been cleaned and reviewed, the data will be uploaded on OpenStreetMap which is an open platform where all data users can access the data. After Uploading the data, it will be more available and accessible to all who want to use the data for different purposes which could be; business, planning, development, or any humanitarian effort. The OSM layer will be updated with a lot of data sets closing up a huge margin of data gaps on the OpenStreetMap in Zambia.

Furthermore, ZamStats and many other institutions use Maps.Me application for navigation and planning their movements in their activities. Maps.Me is an application that uses the OSM layer for data. ZamStats used Maps.Me in the 2020 Census Mapping activity that they conducted through the country. According to ZamStats they discovered that the application did not have a lot of data (more especially for the rural areas); it did not have enough data on buildings, Schools, health facilities, roads, and many other points of interest that could help for navigation and planning. Therefore, having the datasets uploaded on OSM will give Maps.Me an updated layer, this will provide Enumerators, supervisors, and other ZamStats officials with a lot of data to navigate the areas easier and efficiently in the forthcoming 2022 Zambia Census. The data will be able to show the schools, churches, health facilities that are in the areas, and other points. "

Sustainable Cities and Communities

Describe your project, list project aims and objectives and how you plan to achieve those aims and objectives.

This must include:(1) 1-2 clear aims and/or objectives for your project(2) a practical approach to how you will achieve your aims and/or objectives (3) a practical approach to remote and field mapping that clearly states how data sets (both already existing and generated within the project) will be enriched during planned activities (4) a practical approach to ensuring quality data is uploaded to OSM (consider data collection cleaning, training, validation and any imported data) [300 words max].

The project aims at making the current public datasets in Zambia more accessible. In Zambia, different government institutions have data but this data is not easy to access by the public. Therefore, this project will try to help the government institutions that have Public data to share in OpenStreetMap to make the data more open and accessible to the public data users. In this project, Open Data Lab Zambia (ODLZ) will work with different stakeholders, government departments, and other associations to accomplish the goal. The first government institution ODLZ will work with is the Zambia Statistics Agency, which is willing to release the data sets and share them on OSM, the ZamStats will, later on, use this data during the census. The following are the project objectives;

  1. To improve sharing of data in Zambia.
  2. To improve the data in OpenStreetMap in Zambia.
  3. Increase use of Open-Source data/open sources tools and GIS, in developmental, disaster response, and planning.

We are going to achieve our aims and objective by making sure that;

  • We collaborate with data end-users who are going to use data once it is uploaded on OpenStreetMap.
  • We make sure that we collaborate with different government agencies that have data and work with them to upload data they have on OSM.

To introduce people and organizations to the OSM and how they can use it depending on their need or area of interest.

We are going to have workshops where we are going to introduce/teach/capacity-building for our stakeholders to use open tools such as QGIS, OSM, and JOSM. "

Describe how you will increase the number of OSM contributors in your country

Describe your approach to including women and underrepresented groups in your mapping activities. [300 words max][300 words max].

By the end of this project, we want to increase our community members to above 50 active mappers within 6 months, this will be done with our monthly mapathons that we are going to be conducting. These mapathons will involve both the community members, YouthMappers and members from different stakeholders will be invited as well. We want to make sure that we support the YouthMappers in Zambia who are part of a larger mapping community in Zambia. We are going to help them by supporting them in their mapping parties, mapathons and also capacity building.

We are going to encourage more women to take part in the mapathons. We are also going to have mapathons only for women once a month, the day will only be dedicated to women mapping and training in OSM and other open-source tools. Furthermore, we are going to increase women’s participation by collaborating with other women organizations such as Women in GIS."

Describe your approach to ethical data collection

Describe your approach to working with the local communities and local authorities in the location you plan to map and / or an approach that integrates key community leaders, gets permissions etc. [300 words max]

Since this project will be working with secondary data, thus ethical considerations that will be undertaken are de-identification of names and other sensitive information attached to the data before releasing for open access so as to prevent any damage or distress. Then consent will be obtained from the custodians of data who in this case is Zambia Statistical Agency as well as providing the guidelines on how to work with the data that they will provide.

Describe how you will approach sharing knowledge

Describe how you will approach sharing knowledge between the different stakeholders (specifically between OSM communities) and how this will benefit the project overall. [300 words max.]

The approach we are going to undertake for data sharing is by the end of the project we are going to have a workshop with different stakeholders where we share the information. We are going to make sure that even before the end of the project we are going to make sure that we involve our stakeholders at all stages in the process from data cleaning up to data uploading. To the OSM communities, we are going to share our work by hosting events in OSM. One of those platforms is the OSM weekly meeting, OSM conferences, HOT summit, and Foss4g conference, and other open data forums. Furthermore, OSm Zambia will write blogs and share our social media platform.

2 YouthMappers technical YouthMappers will be another important stakeholder, the role for YouthMappers is to clean, upload the data in OSM and they will be involved in the process of the project. They also lead in organizing and attending mapathons. OSM username for the overall lead is Edith Namusamba. Will be part of the dataset cleaning and uploading of the data to OpenStreetMap and contributors to the Monthly Mapathons.
3 ODLZ/OSM Zambia Administrative, data user and technical ODL Zambia will lead the overall procession of the project activities. ODLZ will be in charge of conducting stakeholder engagement meetings, facilitating workshops and training of volunteers on the project, Managing the data cleaning and uploading process, and also facilitating in organizing and leading mapathons. OSM username for the overall lead is New Direction. Will facilitate training of the data cleaning process and Monthly Mapathons.
4 Women in GIS Administrative, data user and technical Women in GIS will support in mobilizing women for the Women Monthly Mapathons, as well as help in the facilitation of the mapathons and encourage the use of OpenStreetMap especially among women. OSM username for the overall lead is debrah kapemba. Co-facilitate trainings of the data cleaning process and Monthly Mapathons

Tell us why your application is unique, and how the stakeholders involved in your application will compliment each other to achieve impact

This project is unique in that, it will improve open dataset sources for Zambia that will help Government authorities, NGOs, CSOs in planning and implementation of projects in the country. Furthermore, this project will directly be supporting the Government Republic of Zambia under the Zambia Statistics Agency in the fore coming National Wide Census Activity. The project will help the Agency to identify what data gaps that exist and capacity support by training Zamstats GIS technicians in open source field data collection tools such as OSMAnd that will be used during the census exercise. The women in GIS will also help in the running of mapathons with YouthMappers community and women in GIS will help OSM Zambia in facilitating the workshops with Zamstats. The datasets will be uploaded to OpenStreetMap.

At the moment we do not have internet access sowe cannot run mapathons with large groups. Having wifi will enable us to grow our community and achieve our goals.
Transport refund for Mapathons Transport for people attending the mapathon 30 people 35.3 per person for 6 mapathons $1,059 To increase our mapping activities, we will need to host mapathons. We plan for 6 mapathons each with a minimum of 30 people during the course of the project, and we allocate $35.3 per person for them to come and be able to attend the mapathons. We understand sometimes transport might be a challenge for people to come for mapathons so this will help us achieve our objective of growing our community.
2 Transport for trainings/workshop Transport for people attending the trainingsworkshop 20 people $117.6 per person for 4 Workshop $2,353 To enable our trainings/workshops to run smoothly, we will need to have volunteers and stakeholders to come for the trainings/workshop. 3 Volunteer Stipend Stipend to be paid to 20 Volunteers doing the data cleaning 20 people $300 per person $6,000 In order for us to completely clean, review and upload the data OSM we need 20 volunteers for the job. We plan on giving them a stipend of $300 per person for a month.
2 2 Facilitators For Mapathons Facilitator Per Diem 6 Mapathons $250 per Facillitator for 2 Facilitors $3,000 This will allow us to have facilitators to conduct the 6 Mapathons. They will train and lead the mapathons. We plan for 2 facilitators per training at $250 per facilitator.
3 2 Facilitators For Trainings/Workshop Facilitator Per Diem 4 Workshops $250 per Facillitator for 2 Facilitors $2,000 This will allow us to have facilitators to conduct the 4 trainings and workshops. They will train the volunteers and lead the workshop with stakeholders. We plan for 2 facilitators per training at $250 per facilitator.

The will help us to be organised and achieve the objectives of the project.At the moment we do not have a secured central place to meet from. We plan for an office space for the community at $345 per month for 6 months.
6 Projector Projector 1 Projector $500 $500 To successfully conduct our trainings, workshop and mapathons we will need a projector to beem presentations on a bigger screen for effectiveness and efficiency in the trainings and mapathons. At the moment we do not have a project. We plan for one projector at $500.
7 Extention cables (adapters) Extention cables (adapters) 4 extention cables $21 $84 To be successful in the trainings, workshop and mapathons we will need to have 4 extention adapters to allow partcipants to easily connect their laptops to electricity. This will help us achieve our targets for the trainings, workshops and mapathons because some laptops will not have strong batteries to stay the whole day they will need to connect to a power source, therefore having the extension cables will help us achieve. We plan for 4 extention power cables at $21 per cable.
8 Hardrive Hardrive 1 hardrive $59 $59 We will need an external hardrive to store the data on to avoid losing data incase of a computer malfunctioning. This help us to protect the data, we plan for one external hardrive at $59.
9 Note Books Note Books 20 notebooks $1 $20 For the trainings/workshop to be completed, we will need 20 notebooks for the participants. We plan for 20 notebooks for 20 participants at $1 per notebook.
