Leveraging OSM data for sustainable urban management in Mozambique’s largest cities
The project aims to reinforce the small initiatives already existing in the cities, mainly in the most populated cities, with larger data gaps and affected by natural disasters, creating synergies to reduce the data gap and amplifying the impact of these initiatives in the community. It will also be an opportunity to increase and consolidate the OSM Mozambique community.

Problem statement or statement of opportunity

There is a big data gap in Mozambican cities, the few existing data on cities are stored in private databases. For the creation of resilient cities and their good management it is important that data is available in large quantity and high quality.

Openstreetmap is a great opportunity for under-resourced cities with large data gaps to have high quality geographic data in large quantities.

There are several initiatives underway in various cities to reduce the data gap, for example in Nacala, where LVIA, E35 and AVSI are conducting various data collection projects on solid waste and the causes and extent of erosion, using various methodologies; Pemba where data collection on erosion is also underway, as well as other initiatives in Maputo, Nampula, Beira, etc.  #MapeandoMeuBairro (#mmb) contributes to these initiatives as a facilitator and trainer.

As much as these projects have an impact on the communities and the work of the organizations, this impact is still small and far from resolving the problems of the data gap.

This could be an opportunity to create something big by bringing small initiatives together. A network of initiatives in various cities across the country, working together with OSM communities on the massive data collection ranging from public transport data, erosion, informal settlements and much more. The impact would be much greater and we would be moving in the right direction in closing the data gap.

Describe how the solution you are suggesting responds to the data gap / challenge outlined by the data user

The biggest challenge faced by data users is precisely the unavailability of data in sufficient quantity and quality to meet their needs. In many cases the data exist, but they are stored in private and inaccessible databases.

This project will put the new OSM communities in support of these small initiatives in collecting data in quantity and quality that can satisfy their needs. And this data will be freely accessible to any organization that wants to make use of it.

Very specific data gaps (like for instance the need for solid waste POIs in Nacala, or transport routes in Maputo) are still being discussed among stakeholders and will be specified in following weeks.

Which impact areas does your project best fit?

Sustainable Cities and Communities

Describe your project, list project aims and objectives and how you plan to achieve those aims and objectives.

The objectives of the project will be:

Build awareness about the use of open data within government institutions and non-governmental organizations (national and international): Trainings will be conducted  on the use of open data and free software and its advantages for improving data quality and constantly updating data through crowdmapping.

Exchange of data between various government institutions and non-governmental organizations. Taking advantage of the existence of the open platform MozGIS, created by ADE-Geospatial Development Agency, which will be able to host all the existing geographic data and the new ones that will be produced during the project.

Building open data mapping communities in other provinces of Mozambique to create massive new data and support projects of identified partners: New chapters will be created in various cities and trained in the use of open source tools for open data mapping. These chapters will work on autonomous mapping as well as supporting city-based organizations in data collection.

Based on the projects already being developed in the cities by the organizations, complementary projects will be created to collect more data to enrich the studies of the cities. In some themes the exercise will be extended to other cities to have national coverage. Mappers already trained in previous projects will be used as facilitators for new mappers.

Describe how you will increase the number of OSM contributors in your country

One of the most important components of this project will be the creation of new chapters in the target cities. These chapters will be responsible for carrying out mapping on a variety of themes and will work directly with the partners based in the respective cities. Series of trainings will be conducted to the chapters in the use of open data and free software mapping tools, but they should over time become autonomous chapters.

In each city at least two chapters will be created, one being university and the other community chapters.

Community chapters: these chapters will be constituted by members of the communities. Taking into account some knowledge deficit of the community members, these chapters will be responsible for mapping basic data suitable for beginner mappers, such as buildings, trees, streets, etc.

University/advanced chapters: These chapters will be university based and will be composed exclusively of university students. They will be responsible for the more advanced mapping. They will work with organizations on mapping data that requires more technical knowledge and mastery of tools.

These chapters will be equipped with tools that will enable them to become autonomous chapters and to continue mapping even after the end of the project, as well as to provide training for new members.

Although they are different chapters and map different themes, they are complementary chapters and work in direct collaboration, sharing experiences and knowledge.

Describe your approach to ethical data collection

Data collection will be done by community chapters and university chapters. The local chapters will be made up of community residents and members of small organizations in the neighborhoods, who will be selected with the support of community leaders. For the methodology proposed for this project, it is important that the data be collected by the members of the communities themselves, who are the people who know their neighborhoods best.

There will also be a community engagement campaign where the community will be informed about the work that will be carried out. On this occasion the community leaders have a very important role in the dissemination of information and sensitization of the residents.

Describe how you will approach sharing knowledge

The project as designed will be an opportunity to share experiences between the various organizations that will be involved, as it was designed in such a way that they can join efforts to create joint projects that will have a greater impact on the population of the target cities.

In this sense, besides uniting efforts in a common cause, there will be room for sharing methodologies among the participants. For instance #mmb will train the institutions on the use of open source tools for mapping and geographic data manipulation, namely tools from the OSM ecosystem and Qgis and other trainings will take place.

At the end of the project an event will be organized to share experiences and create more opportunities for collaboration between the various organizations. Something like State of the map Mozambique, where the chapters created in each city, the government institutions, represented by the municipalities, the ADE and OMT and the non-governmental organizations, based in the target cities, will give their contribution and share their experiences. In this event the results of the various mapping projects will be presented and the next steps will be discussed.


Describe any risks that your project might come up against, and how you will mitigate against those risks.

Two problems that can pose a risk to the progress of the project as well as the final quality of the data have to do with:

1. Weak mastery of technology, namely in the use of smartphones and computers. The lack of mastery of these tools may hinder the absorption of knowledge about the applications and software used in data collection and processing and consequently jeopardize the quality of the data collected. To mitigate this problem, it will be necessary to provide basic computer training to familiarize mappers with the language of these technologies.

2. Resistance on the part of institutions to the use of open data and free software. Despite the advantages that exist in the use of open data and free software for institutions, especially in cities with few resources, there is still some resistance on the part of these institutions to migrate.The project should try to overcome this resistance by training more and more technicians from these institutions in the use of open data and free software.

Provide guidance on scope of all mapping activities, prioritizing data sets, defining data models, etc.

Host local-level Community Mapping Centres - physical space inside the neighbourhoods equipped and staffed, base for the local chapters.

Risk mitigation

Tell us why your application is unique, and how the stakeholders involved in your application will compliment eachother to achieve impact

The project will strengthen small initiatives already underway, both at national and city level, and create partnerships between all stakeholders. The impacts of the project will be divided into national and city levels. At national level, national initiatives will be strengthened, such as, for example, with ADE- Agencia Nacional de Desenvolvimento Geo-espacial in the exchange of data and OMT with the collection of data on public transport routes. At the city level, small initiatives that are already underway will be developed and ways to have a network in which these initiatives complement each other will be created. The specific details of these partnerships are still under discussion between all stakeholders.
