Problem statement or statement of opportunity

The statement must include:

  1. what the data gap, or opportunity

a) There is a lack of visibility of Informal settlements in urban areas.  Data on building footprint, land use, water, toilets and streets level are unavailable at scale for most local authorities. Data collected is offline and mostly collected using handheld GPS devices plus printed aerial images. Local Authorities especially the city of Windhoek use their own enumerations to complete socio-economic data that can inform planning.

The lack of holistic spatial data on the use of land hampers efforts to innovate localised land administration solutions, that has the potential to increase levels of tenure security by supporting local land information systems and issuing of land certificates. In addition

b) Increasing digital skills for Shack Dwellers Federation of Namibia. The Community Land Information Program has long been in existence as a core activity of shack dwellers federation members, were they focus on data collection to inform community and local government on development needs. Federation data has informed upgrading plans and increased the collaboration of communities and local authorities in planning. The OSM activities creates opportunities for young and older members to increase participation through digital data collection. The use of OSM platform for mapping also reduces the need to print out aerial images at the initiation of mapping activities.  

The project will be a continuation of what the youth and community have been doing since April 2021 from the initial OSM Grant. The focus for the project will be on increasing quality of contributions and validation skills for the team.

If the applicant is the data users, the problem statement / letter must explicitly state what the data gap is, and how the data will be used (Max 300 words).

Data will be used by the Shack Dwellers Federation of Namibia in support of participatory informal settlement planning and upgrading. The data from OSM will be part of the baseline data on number of structures, level of services and analysis of connectivity of informal settlements to the wider city. The data will also be used to support the creation and maintenance of land information systems by local authorities.

Describe how the solution you are suggesting responds to the data gap / challenge outlined by the data user

The availability of quality data on urban areas , especially informal settlements will address the limitation in planning faced by many local authorities. This can be achieved by increasing the capacity of the OSM Namibia team by completing the mapping for informal settlements in Windhoek and the partner towns in Namibia.

The project is inline with promoting Sustainable Cities and Communities. Detailed data on the built environment can be used to support City wide planning that can improve access to basic services, improved waste management, transport, resilience of communities in informal settlements.

Describe your project, list project aims and objectives and how you plan to achieve those aims and objectives.

This must include:(1) 1-2 clear aims and/or objectives for your project(2) a practical approach to how you will achieve your aims and/or objectives (3) a practical approach to remote and field mapping that clearly states how data sets (both already existing and generated within the project) will be enriched during planned activities (4) a practical approach to ensuring quality data is uploaded to OSM (consider data collection cleaning, training, validation and any imported data) [300 words max].

Objectives

  1. Increase the level of contributors from beginner mappers to intermediate by hosting of Mapathons and validation trainings.
  2. Capacitate OSM Namibia Team to increase skills from basic mappers to trainers using JOSM and QGIS in the management of data.
  3. Create awareness on the use of OSM for mapping of neighbourhoods through the inclusion of local schools and incorporation of OSM in curriculum at university.

(2) a practical approach to how you will achieve your aims and/or objectives

Currently, OSM Namibia has 17 active contributors from the Shack Dwellers Federation youth, plus graduates from the university. To increase capacity of mappers, we will be hosting weekly Mapathons and training on validation and use of JOSM.

The availability of the computer labs was a challenge during the COVID-19 implemented restrictions. With the new phase of the project, we aim to acquire computers and establish a data centre in collaboration with the Namibia Housing Action Group.

To increase awareness of the project and contributions from new mappers, the project aims to get into partnerships with the Ministry of Education. This partnership will help promote OSM to high schools.

(3) a practical approach to remote and field mapping that clearly states how data sets (both already existing and generated within the project) will be enriched during planned activities

Through the community land information project field verification will be carried out using ODK Collect and other tools available. Data collected will be shared with community members through town hall engagements, this approach follows the existing SDFN methods of community engagement used by the Shack Dwellers Federation and improves the community level of engagement with the data.

To meet the project objective, the team will increase the coverage of Mapillary images in informal settlements.

(4) a practical approach to ensuring quality data is uploaded to OSM (consider data collection cleaning, training, validation and any imported data) [300 words max].

To improve and maintain quality of the data, we aim to coordinate validation training monthly to mappers that reach intermediate mappers standards. Data already collected will be cleaned and shared with East African hub for integration into OSM and training on how this can be finalised on local level.

Describe how you will increase the number of OSM contributors in your country

increase in membership will be coordinated through these following activities:

  1. awareness creation through the hosting of mapathons at high schools with a close proximity of informal settlements
  2. Introduction of OSM to wider university community from Namibia University, International University of Management
  3. Engagement with local authorities on the value of data through the Association of Local Authorities in Namibia
  4. Increase capacity of the 17 OSM Team to become trainers of trainers.
  5. Publication of mapping results in local newspapers and promotion of activities via social media.

Describe your approach to ethical data collection

Describe your approach to working with the local communities and local authorities in the location you plan to map and / or an approach that integrates key community leaders, gets permissions etc. [300 words max]

Data collection and field verification will be carried out in collaboration with the local authorities and the line ministry. An overview of OSM will be provided and progress on data will be shared on a monthly basis. When verifying data in the field , community leaders will be engaged and form part of the team. Through the collaboration with the Namibia Statistics Agency, we will follow the NSDI data collection and quality requirements. All communities will be requested to provide permission for mapping activities through the local authorities and community leaders.

Describe how you will approach sharing knowledge

Describe how you will approach sharing knowledge between the different stakeholders (specifically between OSM communities) and how this will benefit the project overall. [300 words max.]


The OSM Namibia has learned and benefited from the knowledge of the wider OSM Community. We will request training for areas were there is skill gab. The creation of a website will ensure that more comprehensive information on project progress and data outputs are shared with a wider audience. In country , we aim to host monthly meetings with local authorities and the HOT team to share updates and identify priority areas.

skill limitation in validation and creation of mapping tasks can be a major risks in ensuring projects are launched and completed in time. This can be addressed through training activities and ensuring that all the 17 OSM Namibia team members know how to create and manage projects .

The application is unique as it brings the skills of organisation and data collection to a digital platform. The information collection will benefit the Shack Dwellers Federation by supporting of mapping activities. The stakeholders identified are already working together in the promotion of sustainable cities, with Memorandums of Understanding in place. This application will enhance current collaborations between University , Civil Society and National government. Plus, the digital skills training is targetted at youth members from informal settlement, creating an opportunity for acquisition of data skills .
