When does this group fit?

The rule of thumb is, if changing the key would/could change the rendering of the map, its a subkey (or top-level (Q23586) key). In practice, the different governments are not rendered with different icons, but potentially they could be, and even iD presets could be made. For example, phone=* on the contrary will not affect the map like this.
