Some addresses have no street name component, but are assigned to some location usually a settlement. In such location each address is expected to unique addr:housenumber=* not within a single street, but within entire village or town.
Regular mapping is using addr:housenumber=* + addr:place=*. In Lithuania also addr:nostreet=yes is added. This tag is unused outside Lithuania.
