addr:place=* is a tag sometimes used together with addr:housenumber=*. Use varies by country (see details below). Generally, it is used in replacement of addr:street=* when add:housenumber does not relate to a street but an other feature, a larger area, such as a settlement. In some countries it's used to disambiguate or locate addr:street=*.
This tag has a different meaning toaddr:suburb=*. If you’d like to indicate that the building is a part of a district or a suburb, you need to useaddr:suburb=*, notaddr:place=*.
Description
There are some legitimate cases when a street isn’t a part of an address. One common example are small villages in some countries (e.g. Austria, Czechia, Slovakia, Poland, Germany), in which there are just a few streets with no names, so there’s no street name to put into the address, and addresses usually look like <Village name> <house number>, e.g. Steindorf 30, Tuchlinek 85, Rohovce 47. Since the part of the address before the house number is not, in fact, a street name, it would be wrong to put it into the addr:street=* tag: we would either need to put the name of the village on all actually unnamed streets in the village, thus violating the ground truth principle, or software might start complaining there isn’t a street with such a name. The house numbers generally wouldn't follow a linear order.
When using addr:place=*, the name should be consistent with the place=* object which the house number refers to. There are some cases where no such place exists. There is no need to add a made-up place object in this case, just enter the name as it occurs in the address.
addr:place=* is not a general key to use instead of addr:street=* for town squares (which may be called "place" in some languages). These are non-linear features, but have linear numbering of houses around them and a named highway=* object with the name of the square.

Tagging
Use addr:place=* instead of addr:street=* for buildings whose number belongs not to a street, but to some other object. Usually the value of addrːplace will have the same value of a nearby place=* element or another named area such as an industrial or commercial area. Usually, addrːplace and addr:city=* will have different values, but in some cases they may be identical.

Sometimes there may be a relation created to group the objects together (although its type=* is not clear) where the houses have role house and the object has role object.

United Kingdom

addrːplace has sometimes been used where addresses are grouped by some feature before being grouped by a street. For example, this might be a retail park or a named terrace belonging to a street. In these situations, addr:parentstreet=* is often used for the street that the feature belongs to.
For example, Dragonville Retail Park is located on Dragon Lane and has various retail units within it, these may be tagged as soː addrːunit = Unit 1 , addrːplace = Dragonville Retail Park , addrːparentstreet = Dragon Lane.
Or as another example, Queens Terrace is located on Otley Road, it consists of multiple houses where each has its own house number. The houses are numbered within the terrace and are not part of the numbering scheme used on the rest of the road. Each house may be tagged as soː addrːhousenumber = 1, addrːplace = Queens Terrace, addrːparentstreet = Otley Road
United States
This key generally should not appear on features in the United States. Use addr:street=* for any name that appears in the street portion of the delivery address line, whether you are tagging the address based on USPS or local addressing standards, even if that name is technically not the name of a nearby street.
Historically, some mappers misunderstood this key to be an alternative to addr:city=* when the city portion of the last line of the address does not have the legal status of an incorporated city. These values should be moved to addr:city=*, which does not necessarily correspond to corporate limits anyways.
It is unclear whether addr:place=* could be used for some of the address formats in Puerto Rico that differ from mainland addresses.

Nominatim QA site
The Nominatim QA site identifies objects that incorrectly have both addr:place and addr:street tags. These data are wrong because delivery points (e.g. house numbers) are grouped either to a street or to a larger place. addr:place and addr:street should therefore not be used together. To fix these errors set only addr:place or addr:street but not both on the same object. Usually addr:place should be changed to something like addr:suburb or addr:city.
