access:offroad=* is intended to describe on an area area whether walking/driving/riding etc. on the area is allowed off the paths.

For example, access:offroad=* can be used, to tag that you have to stay on ways (in germany "Wegegebot") within an area and a renderer can use these information to highlight such areas on a map.

The possible values for the tag access:offroad=* are analogous to access=*, e.g. no, permissive.... . Conditional constraints can also be tagged using access:offroad:conditional=*

If the restrictions on the area exists only for a specific mode of travel, this can be tagged by the appropriate transport mode, e.g. horse:offroad=no, when horseback riding is prohibited on the area.

For more complex areas with holes access:offroad=* can be used also on multipolygons multipolygon relation.

The tag access:offroad=* is not intended for the paths or ways themselves. On these, the usual access tags access=* are used (without the postfix :offroad).
