air_conditioning=* indicates whether a feature has air conditioning, (also known as AC, A/C, or air con): a mechanical system which removes heat and moisture from the interior of an occupied space.
There are objects in the database, which can have air conditioning. To indicate this feature you can use this tag. For example a public library may have air conditioning. This tag can also be used to indicate that a feature lacks air conditioning even though it might be expected. This tag is supposed to be added on existing elements.

Debatable use on public transport relations
Some mappers have also used this tag on public transport relations e.g. route=train, route=tram etc.
Typically such properties of the vehicles aren't tagged and because it may not always be clear how this could be verified this use been discussed controversial. If it used the interpretation is, that (almost) all vehicles/rolling stock on the given relation should meet the definition of this tag.
