The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.
Under no circumstances should you (semi-)automatically change “deprecated” tags to something else in the database on a large scale without conforming to the automated edits code of conduct. Any such change will be reverted.

building:name=* was used...

  • ...in cases where a point of interest (such as shop or museum) and building were mapped as one object despite being two different objects, even with different names (violating One feature, one OSM element). In such cases, these objects should instead be mapped as two separate objects.
  • ...instead of name=* for some buildings, despite having the meaning of name=*. In such cases, using simply name=* is preferable.
  • ...instead of addr:housename=*. addr:housename=* can—and should—be used if the building's name is part of the address.
  • ...as the "'conceptual' name of [a] building assigned by architects, urban planers or architectural writers."[1]
  • ...for inscriptions – use inscription=* for that.

Note that building:name=* is not solely used for building names and cannot be easily moved to name=* without local knowledge. If an object is tagged as, say, building:name=* + building=yes with no other tags, it is not safe to move its value to name=*.[1]
