The key changing_table=* allows specifying the availability of changing tables where parents can change the nappies of their babies. This key supersedes the now deprecated diaper=* key.
This key is a property that is used in combination with amenity=*, toilets=*, shop=*, indoor=* and other features.
This describes a changing table specifically for childs. Some places have a changing table for adults, used by (caretakers of) adults with disabilities. See changing_table:adult=* for this usecase.

Comparison with the deprecated diaper=* key
A new tag was necessary because diaper=* wasn't well defined, is not self-explanatory and confused some on the mailing list.
