This key lists the party or parties that is/are in exclusive and durable control of a territory or other mapped object. This specifically refers to who exercises effective control on the ground, and may therefore differ from who claims they should be in control (see claimed_by=*).

Parties are generally identified via their ISO 3166-2 country code. Semicolon-separated values may be used if control is shared by multiple parties (joint control). Control may also be exercised by a neutral third-party, e.g. the United Nationas (controlled_by=UN). See also a proposed list of entities for possible values.

This key was included in a rejected proposal that describes the rationale and semantics in more detail. Despite the rejection, this key is used on a number of disputed boundaries worldwide and may be useful in that context.
