If this key is set, the boundary relation is a constituency for European Parliament elections. The value of this tag is the ISO 3166-1 alpha-2 country code of the EU member state.

Currently only 4 EU member states use multiple constituencies (Belgium, Ireland, Italy, Poland). All other countries in the European Union are not split in multiple constituencies, but beware that the constituency might not be the full member state (e.g. the constituency of the Netherlands includes 3 of its 6 Overseas Countries and Territories). Electoral rules differ per country; not all countries have a fixed number of seats per constituency. See also the Wikipedia article about European Parliament constituencies.

euro_const=* is a separate key so that it can be unobtrusively added to an existing administrative or political boundary relation, to avoid unnecessary duplication of relations. If you have to create new separate relations for the EP constituencies of your country, tag them with type=boundary, boundary=political, political_division=euro_const, euro_const=<country code>.
