Road standards in Russia, Kazakhstan and some other CIS countries. It specifies materials used, profile, width, thickness, curvature and other design and safety standards.
Value is number 1 to 5. Country prefix is added just in case the key has different meaning in other countries, e.g. highway:category=kz:3;ru:3
Note highway=* value means road importance while highway:category=* describes road design. Combined with smoothness=* it gives a good overview of road condition.
