There exists a more popular rcn_ref=* tag with the same meaning, please use that instead.

This key represents the node node number of a junction that is numbered (signposted) in the field in a route that part of the local bicycle node network. In some cases, such numbered signposts are also placed in between junctions to mark a specific location in the network; such signposts also get the tag lcn_ref=*

In past, the key was used on ways way to describe a road as part of a local cycle route. It is better to use relations to tag cycle routes instead of this tag, because cycle routes can share one road. Please check that a relation doesn't already exist before creating one.
