name:ja-Latn=* is used for the romanisation of a Japanese name stored in name:ja=*. In Japanese such text is called ローマ字; the corresponding romanisation of that word is rōmaji.
Romanisation is a conversion where text written in a script different from the Latin alphabet is turned into Latin characters. For Japanese the method used for this conversion on OpenStreetMap is the (modified or revised) Hepburn romanisation standard.
