This is a type of a note=* for the collection_times=* key.
Editor usage
It was used by StreetComplete with the value "no times specified on the box" to mark a amenity=post_box, where no information about the collection time are present.
But StreetComplete has since been changed to add collection_times:signed=no instead.[1]
