In France, ref:FR:Palissy is an external reference used for objects inventoried in the 
Palissy database of the Ministry of Culture.
Debate
Warning: there are ongoing debates about the use of the ref:mhs=* key (long used to reference objects from the Mérimée database that are listed or classified as "Monument historique" (MH)) instead of, or in parallel with, the ref:FR:Palissy=* key for objects bearing the "Monument Historique" label that are inventoried in the Palissy database.

Usage
The Palissy database is intended to cover the entirety of French movable heritage. Only part of it corresponds to assets protected under the Monument historique status. Despite its focus on "movable heritage", a large portion of this database concerns objects that can be mapped in OSM (fountains, wayside crosses, funerary monuments, cannons, etc.).
The Palissy reference of an object provides access to its record, which contains numerous additional pieces of information (history, architects, dates, main characteristics, possible protection status, changes over time, etc.).
If an object is, in addition to being referenced in the Palissy database, listed or classified as a Monument Historique, the attributes heritage=* + heritage:operator=mhs must be added. In this case, whether or not to add ref:mhs=Palissy key (either instead of or in addition to) the ref:FR:Palissy=* key is part of the debate presented in "(french)Référencer dans OSM le patrimoine culturel matériel en France".

Use by applications
This attribute is not yet compatible with the JOSM tag2link plugin: there is currently no automatic creation of a link to the Palissy database from this attribute.
