The ref:linz:building_id=* tag is added to buildings in New Zealand when they are imported from Land Information New Zealand (LINZ) via RapiD or the MapWithAI JOSM Plugin.
Building outlines have been imported from LINZ since 2009, but this tag was only introduced during the 2021 building import.
