Proposal:Speed limit

Speed is an important feature for many reason:

• Best itinerary calculation
• ETA/Remaining time
• It can't be deduced from the road type in many countries
• Ability to warn user of excessive speed

All those reasons means that speed storage should be defined in a standard way
