Proposal
This is a 2nd take on my previous proposal regarding the detailing of highway construction types. This will make it more detailed. Some sections will be directly copied from my previous proposal (notice the "Copied from original." italic text at the top of some sections).
This adds a new key prefix, highway_construction:*, to specify these details. Keys:
- highway_construction:project=*: The name of the construction project this highway construction is part of.
- highway_construction:work=*: See values in Tagging section.

The reason why we need construction type tags is because some people want to know what specific construction is being done, not just that a highway is undergoing construction. The potential use and significance is that mapping of highway construction work is more specific.
Tagging
For highway_construction:work=* only: (highway_construction:project=* can have any text as its value)
build: Building an entirely new highway OR an extension of an existing one.related_work: The highway has construction because there is related work happening (e.g., railway construction).infrastructure: Highway is torn apart to work on infrastructure below or infrastructure projects nearby affect the highway
