Why we confusing changeset and osmchange file?

Because only our purpose is to upload to the OSM API, we will need tags such as comment/source/created_by, and we need to keep them while uploading whole changeset. The only scenario I can think of where you would want to preserve these tags in osmchange is this:

You did some work in a web page editor such as iD/RapiD and filled in the comment, but you did not save the edit immediately on the web page. Instead, you saved it as an osc file and used JOSM (or other tools) Open and upload (perhaps with some additional edit)

(But if so, why not fill in these tags when uploading in JOSM? And it means you're halfway through a mapping task and realize that the simple editor features available in iD aren't enough for you - but that usually means you've edited more things and you should re-describing the changeset comment.)

Hi, the scenario that you mentioned is one of the cases that I was thinking of. There was a similar question on the forum - I think the main value is preserving changeset tags that some editors auto-generate, such as imagery_used=*, source=*, closed:note=*, revert:id=*, etc. --Kylenz 10:24, 8 February 2024 (UTC)
