As an amenity, this makes sense for truly mobile homes (aka recreational vehicles aka caravans).
This might also make sense as a landuse tag, however, for areas which cater to prefabricated homes which are only infrequently mobile. They are currently tagged as place=hamlet near where I live, but they aren't really places as such.
