Proposal

This proposal is to create a new tag to identify the availability or location of a nursing room.

Rationale

Nursing rooms are very important for mothers of infants, as many mothers, especially new ones, do not feel comfortable nursing in public. In many areas it's not socially acceptable to nurse in public. Currently there is no consensus on how to map nursing rooms. Currently people use either `description`, and there are a few people using the key `nursing_room=*`.
