Pakistan, India, and Bangladesh are all multi-cultural countries which were configured around their current borders relatively recently. It follows that the diverse cuisines of the Indian subcontinent cross national boundaries, and many Pakistani businesses abroad simply have "Indian" in the name. It is not necessarily wrong to tag a place with cuisine=indian if you are not sure of the national origin; that is what is sign-posted after all and this is already understood to be quite a general term for a number of regional cuisines from the subcontinent rather than a strict identifier for the India the country.

That said, cuisine=pakistani may be an appropriate distinction for businesses that cater to Pakistanis or offer food from Pakistan specifically. For example, many Pakistani grocers will sell halal meat products (see diet:halal=*), or import produce from Pakistan. Indians and Pakistanis eat much of the same food, but some people do take the Indian vs. Pakistani mango debate very seriously.[1][2]
