The tag emergency=fire_lookout is used to describe a location used by trained personnel for fire spotting. Usually this applies to building=fire_lookout and man_made=tower entities which are in active use by a firefighting or land management organization.

Lookout sites are typically located in wilderness areas and staffed during the fire season. On-site personnel watch for signs of wildfire and report them via radio so that firefighters can be dispatched to the area.

Do not use this tag to describe a structure which was historically used for fire spotting but no longer serves that purpose. You may be able to tag purpose-built structures as building=fire_lookout. You could also use a lifecycle prefix such as was:emergency=fire_lookout for entities which were used for this purpose but aren't anymore.
