This tag indicates that (1) riding horses is forbidden (2) but leading horses is allowed. It is often used on bridges.

It implies horse=no which just indicates that riding horses is forbidden and says nothing about leading; but if horse=no is used on an object allowing foot traffic, leading horses is often allowed too.

This is a legal restriction, don't use it to indicate that it is just advisable to dismount. To tag the suitability of ways for riding use horse_scale=* instead.
