Keep or replace existing building

Hi CloCkWeRX! Sorry for not getting back to you ealier, I've been flat out with RL. It's taken me a while to set up a wiki account. For the buildings, I was wondering if there was a way to transfer the tags from the buildings I traced to the imported ones? My concerns are:

• Loss of metadata (tags) on a lot of buildings. This includes building names and manually added street numbers. If the tags could be copied over, then the new buildings would probably be better (the exeption being the next point).
• Two buildings with a shared wall appear to be a single building in the new data set. What is the OSM standard for this? A lot of this information I added cannot be obtained from satelite imagery.
• Licencing. I have not followed all the discussions but I do have a lot of experience with open source/free software licencing issues. CC-BY is clearly not compatible with ODbL. But the Attribution/data.gov.au explicit permission page is not clear to me. Do you need to ask the Ballarat City Council for permission?
