The use of 'midnight' considered less than helpful

There are two midnights every day, one at 00:00 and the other at 24:00. So when you say "Nominations Close at midnight EST" is that 00:00 EST or 24:00 EST? Perhaps it would be better to say things open or close at 12:01 AM and 11:59 PM so there is less confusion.

is there a diary post with voting bloc breakdowns like previous elections?
