Questions about GMapCatcher

Maybe this isn't the right place to ask these questions, but maybe somebody here knows the answers:

• When I run it, it appears to save the tiles under four levels of subdirectories instead of two - I would expect zoom/x/y.png but I get zoom/0/x/1/y.png - does anyone know what those extra 0 and 1 directories are for or if I can configure them away?
• This wiki page seems pretty strident about it being contrary to the tiles usage policy. What would be required to bring it in line, would it be just a case of throttling requests, to wait for longer between requesting tiles, or would it require restricting the zoom level, or is every bulk downloader against the rules?
