Tagging scheme

Hello,

A pull request was created to add support for some of the Indonesian signals to OpenRailwayMap, see https://github.com/hiddewie/OpenRailwayMap-vector/pull/1072#issuecomment-5514696234. I added a comment outlining that the tagging scheme for Indonesian signals differs a bit from the tagging scheme for signals used in other countries. For example:

• Using the country prefix `ID:` for Indonesia, instead of `ID-`.
• Giving each signal a unique value. For example `railway:signal:electricity=ID:KAI:8J1` instead of `railway:signal:electricity=ID-KAI` for the 8J1 signal, so the signals can be differentiated on `railway:signal:electricity` tag alone.

Could it be considered to tag the Indonesian signals with a similar scheme as other countries?
