I suggest that in the absence of this tag, users should assume
- yes if lanes=1 and the road is not one-way
- no if the road is one-way or has two or more lanes
- unknown otherwise (e.g. lanes=1.5)
This probably falls down for very short ways (e.g. some service roads, narrow bridges on generally two-lane roads) but could be a start. --tms13 17:11, 19 November 2012 (UTC)
