How would you tag the following signs:

Placed at locations indicated in special instructions or in timetable footnotes to mark the beginning of a downgrade which exceeds 1.0%, but does not exceed 1.8%, for a distance of two miles or more.

Since there is no gradient that is given or distance recorded, only that there is a steep incline in the zone between the begin and end signs
- Tagging the gradient is not mandatory. Compare with these Belgian signs. So simply
