Tagging of zones with no defined gradient

How would you tag the following signs:

• 
  Placed at locations indicated in special instructions or in timetable footnotes to mark the beginning of a downgrade which exceeds 1.0%, but does not exceed 1.8%, for a distance of two miles or more.
• 
  Placed at locations indicated in timetable footnotes or special instructions to mark the beginning of a downgrade which exceeds 1.8%.

Since there is no gradient that is given or distance recorded, only that there is a steep incline in the zone between the begin and end signs

Tagging the gradient is not mandatory. Compare with these Belgian signs. So simply

• railway:signal:slope=CA:name or number of the signal
• railway:signal:slope:form=sign
