Capital Letters

Country codes in OSM keys are generally written in capital letters. I.e. this key should be "ref:US:NY:swis". For example: ref:US:MA:SARIS=*

Acknowledged. This will be easy to fix with a mechanical edit - in fact, the key has already been re-spelt once, to put it under the `ref` namespace. For various reasons, this will be easier to do once the audit/conflation of NYSGIS data for the admin boundaries is completed.

Subdivisions should be hyphenated ref:US-NY:SWIS=* according to the ISO standard, and this is clearer to separate geography and the system in the suffixes. Cf newer ref:US-TX:thc=* and ref:US-TN:thc=* . It is a mistake in network=* to use colon.
As for whether the database can use uppercase, this can be discussed.
