Fjord tagging on linear ways

I've reverted the change on Nov 19, 2018 which removed the option to map natural=bay with bay=fjord as a linear way, due to it not being rendered. It is entirely reasonable to map long, narrow, curving features as linear ways. This makes it easy to render appropriately curved name labels, and represents the geometry of a long fjord much better than a node.
