This tag should revert to its original sub-tag/adjective format of lock=yes.
As this tag, in its current form, is used to describe a water area, it conflicts with other water tags such as water=canal etc.
Using Lock=yes allows the water area to retain its primary water=* tag and still be identified as a lock.
