Highway tagging draft

Coming out of the discussions on Talk-us: US Trunk road tagging and the OSMUS Slack, I've begun drafting some new highway-tagging text for this page at User:Adamfranco/Draft:Vermont-highways. I'm drafting this in its own page because the discussion is fluid and I don't want to change Vermont until there is at least a bit more of a regional consensus.
