chosen bad way to import

There isn't much what this import page sais. To me it looks as if the import has gone this way:

• we have the data
• we convert the data
• we throw some tags onto it
• we dump it into OSM
• others can clean up if they are disturbed (this is what Dealing with the ofp data sounds to me)

How else could I find highways criss-crossing, self-intersecting and quite some GPS clouds on them. Imported date should be clean at the time of import, not maybe cleaned sometimeinfuture.
