Rationale

There are currently ~160k objects tagged with fixme=name.

While discussing whether and how StreetComplete should care for this, I found out the following "anomalies":

1. 15,459 objects had either name=* or noname=yes tagged, whilst also being tagged with fixme=name (And their ilk as in FIXME=*, Fixme=* or the value "name?" instead of "name"). Of those, 4,705 (~30%) had the fixme set in a version before the name-related tags were changed.
2. 13,055 objects had name=* and noname=yes tagged (without fixme=name). Of those, 9,923 (~76%) had the name set in a version after noname was set.

Proposed action

In one changeset per object, the ~14.6k objects will have their tags changed, either remove the fixme alltogether (for objects in 1.) or remove noname (for objects in 2.)
