Proposal

This proposes a standard convention for tagging ownership of public parks and protected areas. The current ownership=* scheme is insufficient to definitively link public lands to a specific government entity. Instead, this proposal proposes to use the existing admin_level=* tag in combination with boundary=protected_area.

Summary of Tagging Changes

admin_level=*	Expand Usage	This tag is already used for administrative boundaries and government properties. This proposal expands the usage of this tag to include parks and conservation land.
