Administrative Borders in Ethiopia

Hi AlexM!

in boundaries:administrative we can find for Ethiopia: AL6 for Zones, AL8 for Woredas and AL10 for Kebele and it is said that this was your suggestion. In the meantime the Zones were imported and tagged as AL5.

I think that it would make sende to change the AL-Levels for Ethiopia to: AL5 for Zones, AL6 for Woredas and AL8 for Kebeles after the Woredas can be better decribed as districts or counties instead of Municipalities. AL10 for Kebeles does not allow to add villages or towns within a Kebele without adding AL11. I know that fixed borders for villages in all probability do not exist anywhere in E., but I think that this Al5-AL6-AL8 would fit in better to the scheme of other countries and the needs for future E. mapping.

P.S.: Any recent OSM acitivities or future plans for Ethiopia. Would like to cintrbute a bit for East/West Gojjam and tributaries of the Abbai.
