Thanks for link to mailing lists. I see the points, but cannot find exact place why exactly it is deprecated and who and when vote for it. If Wiki was not correct we should fix wiki, if tag was misused in Europe we should fix data in Europe (and not use tag in temperate climate areas). I will write more on Talk Page https://wiki.openstreetmap.org/wiki/Talk:Tag:waterway%3Dwadi. It's nice tag if you know how to cook it ))
