No overtaking

Hi, I just set the no_overtaking=* to deprecated because it is not used significantly and it is a complete duplicate of overtaking=*. Please do not add definition pages for unused tags, rather set up a proposal page for this kind of thing, so that it can be evaluated if there is some support for the idea.
