new toll values

As said, I have created a proposal page here: Proposed features/toll.
Note that only some of the talk is on it's dicussion page. Some of it is over at the osm mailing list. I have informed them and I also wrote than I will not maintain the mails over there because I have not the time to do so.
Some of them seem to be angry because I don't have the time to maintain their beloved mailing list. The warned me about "unwated consequences" that could result in a no vote even they would approve the content.
If you have the time to go through the mailing list that would be great. If not it's fine as well
