surface=pebblestone desribes surface made of pebbles (or shingles), i.e. stones rounded by waves or river flow. Their size typically ranges between 1 and 8 cm. Pebbles have smooth, rounded shape, unlike surface=gravel, which is produced by crushing larger rocks and has sharp edges.

Unlike surface=unhewn_cobblestone, this value implies that the stones are loosely arranged and do not remain firmly in place.

Pebble-covered driveway

This surface occurs naturally on beaches (natural=beach) and along riverbeds (natural=shingle). It may be excavated from those sites and used for road construction instead of gravel. However, pebbles are smoother and more easily scattered than true gravel, and such surfaces tend to deteriorate faster. Nevertheless, such roads are also called "gravel roads", and may be tagged as surface=gravel instead of pebblestone.
